Imagine being a kid and running in the back yard, dusk or dark, and not paying attention and suddenly running into your family clothesline...it strikes your neck and you end up on your back. (personal experience...it hurts)
this instance is when a person stickes an arm out while someone runs by, and the arm runs across their throat area....same result occurs.
