I'm probably imagining things but I heard an echo of "Lookin' Out Forever" in Wilco's new title track "Cruel Country" -- the repeated "every once in a while"

I believe the Wilco song “Lonely One” (I think off of the Being There album) is about Westerberg. I’m pretty sure Tweedy is a Westerberg fan, so it wouldn’t be surprising if there is a link.

Wilco are huge PW/MATS fans... Played Color Me Impressed Live with Tommy some years back. Jeff Tweedy mentions the Replacements more than a couple times in his Autobiography, as well.
