I added the full song lyrics at the end of this post for reference.
It seems to me that Paul was doing a tribute to Aerosmith - both in the style of the riff and his voice. To give a wink to that, he opens with the line "It was a dog not a lady I reckon." As if to reply to Aerosmith's song - "Dude looks like a lady."
This also sets up the song well for the chorus - "C'mon, c'mon, c'mon little bitch" - referring to a female dog. A lot of carnal/visceral references keep the dog metaphor going like: bite his hand, beckons, slap, taste, mouth, running wild, and out and shouting.
Then, he continues to shift the reference to a woman in the next verse "A woman's place ain't in the house" - like a dog (for many people). Then he says: "But that joker ain't learned it yet, Slap the taste right out of his mouth" - meaning, he hasn't learned how much of a tough bitch I (the woman) can be by standing up for myself.
This might explain the lines "That guy's an old-fashioned ho, He's out running wild." He's the one who's the dog. BTW, "ho" has been used to refer to a “prostitute” since the 1950s.
Now the woman has gained not only her self-respect back, but also some confidence. To give her some more encouragement, the chorus changes to "C'mon, c'mon, c'mon little child" - she's been a child in this relationship until now by putting up with his crap. It's capped off with "Let's give a little pride" - the self-worth point now being emphasized. It later switches back to bitch because she has to stay tough and not give in.
This last part is a stretch but here goes. "Steel Empire" is a videogame (first in 1992, then again in 2004) that involves the Motorheads and Silverheads trying to conquer each other. So, here Paul says: "His steel empire has not fallen, He's conquered you, now ain't that rich." The guy sits around playing videogames all day. He hasn't won or lost the game yet, but he seems to have conquered his girlfriend - ain't that rich. This would be clearer if we knew when the song was actually written. The compilation "Resterberg" came out in 2005, but this could have been an old outtake. BTW, I never played this game. I also don't know how popular it was.
Finally, as the bitch's friend, another dog is going come to her defense by barking if the ho dog comes around - the line goes: "I'm out and shouting next time he starts calling." BTW, "ho dog" is a real slang term that fits the meaning here.
As a side note, you can hear Paul's best Steven Tyler impersonation when he hits the line "He's conquered you, now ain't that rich."
