"Shirt" beats out "sweater" and probably "coat" in number of times mentioned in the Big Book of Westerberg lyrics, but let's count, for the record:
SHIRT: 1. "This is a song about a shirt" (Undone)
SWEATER/JACKET 1. "Took off my jacket/Took off your sweater" (First Glimmer)
COAT 1. "In my stupid hat and coat" (Skyway)
